This rate schedule shall be available to all departments of the city government for
city use only. The cost of electric power under this rate shall be determined from
the average wholesale cost per KWH from the city's wholesale supplier. The charge
for municipal use will be the average of cost from the most recent month's wholesale
bill with an adjustment for system line loss. This charge shall be determined by the
following formula:
KWH charge = Average wholesale cost + % losses/100
